Executive Bios
Jeremy Barclay
Chief Executive Officer
St. David’s North Austin Medical Center
Jeremy Barclay, FACHE, was named chief executive officer of St. David's North Austin Medical Center in June 2024.
Barclay joined St. David’s HealthCare in 2017, serving as the chief executive officer of St. David’s Round Rock Medical Center for seven years. During his time at St. David’s Round Rock Medical Center, Barclay helped to launch the Heart Valve Clinic and TAVR program at Heart Hospital of Austin at St. David’s Round Rock, and he secured and led a $53-million expansion project to add 34 beds, four operating rooms and a shelled floor for future growth. Additionally, under his leadership, the hospital was named among the Top 50 Cardiovascular Hospitals by Fortune/PINC AI™ in 2024, and it received Healthgrades’ Patient Safety Excellence Award for achieving a top 10% ranking from 2022-2024.
Prior to joining St. David's HealthCare, Barclay served in several healthcare leadership positions, including chief operating officer of Cedar Park Regional Medical Center and chief operating officer of Northwest Medical Center in Bentonville, Arkansas. He also served as chief operating officer of Greenbrier Valley Medical Center in Ronceverte, West Virginia.
Barclay is a Fellow of the American College of Healthcare Executives. He holds a bachelor's degree in business administration from Arkansas State University and a master's degree in healthcare administration from the University of Texas at Arlington.
Jon Baker
Chief Financial Officer
St. David’s North Austin Medical Center
Jon Baker was named chief financial officer (CFO) of St. David’s North Austin Medical Center in January 2023. Prior to joining St. David’s North Austin Medical Center, Baker served as CFO at St. David’s South Austin Medical Center from 2018 to 2022.
While at St. David’s South Austin Medical Center, Baker oversaw the completion of several major capital projects, including a $13-million bed expansion on the 7th floor and a $25-million expansion of the hospital’s women’s center. He also played a vital role in the growth of the robotic program and supported the continued growth of the CAR T-Cell Program and the Sarah Cannon Transplant & Cellular Therapy Program, which is on track to perform 170 transplants this year.
While at St. David’s South Austin Medical Center, Baker oversaw the completion of several major capital projects, including a $13-million bed expansion on the 7th floor and a $25-million expansion of the hospital’s women’s center. Prior to his role at St. David’s South Austin Medical Center, Baker served as the chief financial officer of TriStar Hendersonville Medical Center in Hendersonville, Tennessee, where he was instrumental in developing long-term strategies for growth, including service line expansion, physician recruitment and improved patient experience.
Peter DeYoung, MD
Chief Medical Officer
St. David’s North Austin Medical Center
Peter DeYoung, M.D., was named chief medical officer of St. David’s North Austin Medical Center in June 2023.
Before joining St. David’s North Austin Medical Center, Dr. DeYoung served as chief medical officer of Methodist Hospital Stone Oak, a 242-bed acute care hospital with a 42-bed acute care rehabilitation facility in San Antonio. In this role, he oversaw clinical quality and outcomes, and he helped to improve the hospital's clinical performance. Dr. DeYoung also served as medical director of the neonatal intensive care unit (NICU) and led the NICU through the state designation process.
Prior to his roles at Methodist Hospital Stone Oak, Dr. DeYoung was the chief medical officer at Methodist Children’s Hospital in San Antonio, where he oversaw key hospital service lines, including women’s care, neonatology, pediatric cardiology, and the Sarah Cannon Pediatric Transplant and Cellular Therapy Program. Over the span of a decade, Dr. DeYoung served in numerous roles at the hospital, including chief of staff, director of neonatal outreach, director of neonatal transport and department of medicine chair.
Dr. DeYoung holds a Doctor of Medicine from Wayne State University in Detroit, Michigan, and he is board-certified in pediatrics and neonatal-perinatal medicine. He completed his residency in pediatrics at Grand Rapids Medical Education and Research Center in Michigan, and he earned a fellowship of neonatal-perinatal medicine at the University of Wisconsin in Madison.
Howard Garner
Chief Operating Officer
St. David’s Surgical Hospital
Howard Garner was named chief operating officer of St. David’s Surgical Hospital, a campus of St. David’s North Austin Medical Center, in August 2024.
Garner previously served as vice president of operations at St. David’s North Austin Medical Center. In that role, Garner was instrumental in the operations of services within both St. David’s North Austin Medical Center and St. David’s Surgical Hospital. He was responsible for eight clinical and ancillary departments, including the cardiac cath lab, radiology, pharmacy, laboratory, respiratory therapy, food and nutrition services, environmental services and volunteer services. Garner also helped lead several projects, including the expansion of St. David’s Women’s Center of Texas, operationalizing a transplant support program, and integrating new surgeons onto the campus.
Prior to his work at St. David’s North Austin Medical Center, Howard served as the vice president of operations and director of business development at Methodist Hospital Metropolitan in San Antonio.
Garner earned a master of business administration from Baylor University and a bachelor of science in applied economics from Florida State University. He is also a board member of the Central Texas chapter of the American College of Healthcare Executives and serves as a resident mentor for the Baylor University Robbins Institute for Health Policy and Leadership MBA program.
Becky Barnes
Chief Operating Officer
St. David’s North Austin Medical Center
Becky Barnes joined St. David’s North Austin Medical Center as chief operating officer in May 2018. In this role, Barnes oversees the day-to-day operations of the hospital and leads a variety of programs and service lines including heart and vascular, neurology, OR, rehab services, engineering, construction, respiratory therapy, imaging, pharmacy and lab.
Barnes has 22 years of healthcare experience. She previously served as chief operating officer at Rapides Regional Medical Center—a 328-bed tertiary/quaternary hospital in Alexandria, Louisiana. Prior to her role there, she served for three years as chief operating officer of The Regional Medical Center of Acadiana in Lafayette, Louisiana, and for five years as vice president of operations at Rapides Regional Medical Center. Barnes began her career in healthcare serving in a number of clinical roles, including respiratory therapist, echocardiography technician, and echocardiography supervisor.
Barnes earned her bachelor of science degree in cardiopulmonary science from Louisiana State University Health Science Center in Shreveport, Louisiana, and she went on to earn her master of business administration degree from the University of Louisiana at Lafayette.
Amy Russell
Chief Nursing Officer
St. David’s North Austin Medical Center
Amy Russell was named chief nursing officer of St. David’s North Austin Medical Center in April 2024.
Russell joined St. David’s HealthCare as the associate chief nursing officer at St. David’s Medical Center in 2013. She went on to serve as the interim chief nursing officer before transitioning to the role of chief nursing officer at Heart Hospital of Austin.
In 2018, Russell left Austin and accepted a position as the chief nursing officer at Southern Hills Hospital and Medical Center, a 186-bed facility in Las Vegas, Nevada. A few years later, she relocated to Largo, Florida, assuming the position of chief nursing officer at HCA Florida Largo and Largo West Hospitals. There, she oversaw 455 hospital beds and launched the hospital’s cardiac transplant and ECMO programs.
Russell earned her master’s degree in nursing and healthcare administration from Walden University in Minneapolis, as well as a bachelor’s degree in nursing from the University of Illinois in Chicago. She is a member of the American College of Healthcare Executives.
